If on Nov. 14 the Billings City Council approves a One Big Sky Center pre-development agreement with MontDevCo LLC, city officials would be wise to keep an eye on four key indicators, according to a report from Springsted, the city’s adviser on the project.

Having the developers — Burke McHugh, Greg Tatham and Skip Ahern — display “demonstrable progress on major components through procuring potential hotel operators, tenant leasing, preliminary indicators of private financing and other evidence of their capacity to successfully complete the project.”
Evaluate the nearly $21 million parking investment that's being requested in the context of current downtown parking.
Defining the extent of any public financial participation.
